I might be wrong, but thinking back - failure to enforce Conflict of Interest is something that breezed in with The Reagan Revolution, which was really The Bush Revolution.

In any case, it is NEVER applied to Repugs or mentioned on the Corporate M$M (even in 2000, when Fat Tony Scalia and Slappy Thomas BOTH had family members working for RW campaign-related orgs - nary a word) and seldom seems to be applied to anyone in The Aristocracy.
