Governments regulate capital requirements for insurance companies

Governments regulate capital requirements for insurance companies
and BP self insures - so how is requiring them to capitalize an account knowing that there will be claims to be paid any different than requiring Allstate to have $XXX in an account somewhere to be able to pay claims as a condition of allowing them to do business?

Chicago style shakedown? That's got all the marks of a Frank Luntz soundbite, doesn't it?
