Why isn't there pressure for the "other" oil companies to pay for their out of work employees?

Why isn't there pressure for the "other" oil companies to pay for their out of work employees?
A hundred million dollars has been set aside to assist oil workers from the Gulf affected by the moratorium. It seems like every company there has responsibility for the moratorium. It was exposed in congressional hearings that none of them had/have a real emergency contingency plan, they were all sharing a bogus report thus revealing that they are not fit to operate in our waters. Why then should the money to compensate the "other" oil employees come out of the funds extracted from BP meant to compensate their victims?

1. Because BP was the one that screwed the pooch.
And while their response plans are comparable, their operational methods are not.
