http://www.daytondailynews.com/n/content/oh/story/news/local/2008/02/10/ddn021008turner1a.htmlPast and present coalition officials say the Turner Effect was hired in 2006 without competitive bidding simply because it was the best choice among local companies. But two congressional watchdog groups in Washington said the situation creates, at best, an appearance of conflict of interest. "There is an appearance of impropriety," said Naomi Seligman-Steiner, spokeswoman for the Citizens for Responsibility and Ethics in Washington. "It's not illegal, but it is problematic."
So Mike Turner's wife won a no-bid contract & represents Home Depot PAC. Looks like her wife's ad agency may also be running as a slush fund:
http://esrati.com/ddn-throws-softball-at-turner-effect-clients-include-pacs/590/“The Turner Effect has been nothing but a slush fund and a workaround for Mike Turner ever since he was elected mayor,” said David Esrati, who is running in the Democratic primary for the right to challenge Turner in the November election. “It’s awfully odd (the coalition) chose the Turner Effect, but if you see Turner’s donors and the coalition board members, there’s a lot of overlap.”
Overlap is an understatement. I suggested to Beyerlein to do a comparison between Turner Effect Clients, and Mike Turner Donors. Just with the Mathile Family Foundation, Kettering Medical Network, Miami-Jacobs Career College and The University of Dayton law school, you see lots of money flowing from contributors directly into the Turner house in Stone Lake behind the iron gates."
