Why don't they ,,,
OK, I am certainly no expert, but I have fixed a few broken pipes.

Here is my common sense (?) solution.

put a outflow pipe down as close as reasonably possible and slide a humongous saddle clamp down
around it and tighten it up. All the while they could be monitoring the pressure,

I know, I know, I am oversimplifying it, but these simple tools at BP haven't done any better.

"blowout non-preventer"

Good one.

And I have no idea why your idea won't work.

7. Yeah--In plumbing they have rubber elbows and connectors
for applications that need flexibility. Why don't they fit a rubber--or rather a silicone elbow with clamp over the end and then just add an outflow pipe--that comes out somewhere safe, like a tanker?

I hate thinking a novice like me is smarter than the experts. But rilly....

8. Tightening a clamp on it
would allow them to monitor pressure so that none of those frozen hydrates or whatever build up
just slowly tighten it untill the flow of oil is going up the pipe.
