Simple Question: Who's in charge of handling the oil gusher?
Who, or which entity is responsible for the solution?

This is unclear, and that's a big part of the problem

1. Obviously no one is IN CHARGE.
The issue is who should be. legally, it's BP, but they don't know what to do in the short run, and MAY be able to respond in the long run with a relief well. Unfortunately, the laws and regs are so screwed up that the feds aren't directly in charge, although they're bringing a lot of pressure on BP, Transocean, and Halliburton. Ultimately, greater effective regulation is needed to prevent further such foreseeable disasters.

2. BP is in charge
You can see their lips move when the USCG and MMS speak.

The USCG would have federalized this Keystone Cop spill response long ago if they had a clue what to do themselves.

BP would have prevented the discharge in the first place if they and their contractor agents had taken human lives and the health of the environment seriously.

3. The government could be in charge if
it really wanted to be. At this stage, however, while all attempts to plug the leak have failed, it's better to sit back and let BP take the blame. Sooner or later the govt. will push BP aside and come to the 'rescue.'

4. Sitting on the sidelines may be better politically, but...
not better for the environment. This has already gone way beyond clusterfuck. It's time to step in.
