Tweety was a FLUNKY in the hothouse bubble of D.C. He was (USED TO BE) *our* flunky, but in D.C., flunkies gain their own status and power from the status and power of their bosses. It is a bubble of sychophancy, where WINNERS are ass-kissed and LOSERS are run-from-like-plague-victims. And flunkies like Tweety, once they licked their wounds over his bosses, CARTER and , asses being kicked, gazed over at the WINNING bozo, RAYGUN, and came around to ADMIRING him.
