Chief executive of a state that would be one of the world's largest economies.

I know he is very disapproved and will be out soon, but since you excluded only federal government I'd say governor of CA is next in line.

Now if we distinguish power and influence... the most influential person is probably Rupert Murdoch.

Who?

Lowry Mays is the founder and senior board member of a company called Clear Channel Communications, a radio empire which spans 900 radio stations across the country. Clear Channel is the reason "conservative talk radio" dominates the airwaves; if not for Clear Channel, I submit that the political landscape of America would be MUCH different.

Rupert Murdoch has a media empire which is worth more money and possibly reaches more people on a daily basis, but on one hand, he's global, and on the other, radio doesn't have the same accountability as television. Lowry Mays and his son Mark Mays, who's the current CEO, are very quietly among America's most powerful people.
