I guess I don't get it; in our country, 13-year-olds aren't deemed competent to enter into contracts. Should they really be buying their own health insurance? Or is the cartoonist being obtuse on purpose, unaware of the circumstances that would make it fairer and cheaper for a 26-year-old to be on his or her parents' health insurance? Methinks having a sharp object like a pen is contraindicated for someone that willfully stupid.
