1. It's the way the bill is structured...
different provisions kick in at various times. If I can find a link to a timetable, I'll post it.

2. How would you accommodate 30 million people
without insurance, millions of businesses who will get credits to buy insurance, and millions more businesses that are required to cover employees or pay a fee. Not to mention implement all the new insurance regulations and make sure they're being followed. How would you do that tomorrow?
