Does Obama's Executive Order now mean that the Hyde Amendment still needs annual affirmation?

Does Obama's Executive Order now mean that the Hyde Amendment still needs annual affirmation?
Since everyone seems to be in agreement that it "just" re-states the Hyde Amendment, does it now supercede that? And since this is an Executive Order, what impact does that have on Hyde?

1. Until the EO is revoked, Hyde is probably unnecessary.
It makes me sad. Before, there was always a chance (small, but a chance) that we'd get a truly progressive Congress that would abstain from attaching Hyde to the HHS budget every year. Now...even if that happens, Hyde's provisions remain in effect until that EO is revoked. It's not set in stone yet...but it's closer than it used to be.

2. That's what I'm afraid of. That would mean his EO is much, much more damaging to the pro-choice
cause. It changes the dynamics when something like the Hyde Amendment is now off the table for annual review and is now "permanent".
