What does HCR mean for Medicare?

What does HCR mean for Medicare?
An LA Times article published this morning seems to imply that the spending cuts apply only to "Medicare Advantage" plans. Does anybody know if this is true?

4. I did stay away from it.
I decided that the "advantage" was mainly to insurance companies, at the expense of taxpayers.

was a rip off. It would only pay 80% of the 20% that Medicare doesn't cover and has the "out of area" stickler in it. If I had to have a medigap policy I decided it would have to cover everything that Medicard doesn't, have no deductibles, and have no restrictions on what doctor or hospital I could use. I found one too that wasn't very expensive.

6. Not true at all
About 132 Billion of the cuts are freezing Medicare Advantage. The other 350 Billion is "waste fraud and abuse" (or real cuts ot your care).

7. That's what I am afraid of.
Everyone agrees that waste, fraud, and abuse are bad. But can they be surgically removed without killing the patient?
