2. They are voting on the Senate Bill, and then changes to that bill...

The Senate bill and the bill amending the Senate bill are going to pass. The Senate Bill then goes to the President for his signature.

Then, the Senate will use reconciliation to debate for 20 hours (required by Senate Rules). The Senate's Parliamentarian will rule if any of these changes in the original bill will require a 60 vote check by the majority. The Vice President, in his role of the President of the Senate, if he precides over this dog and pony show, can over rule the Senate Parliamentarian. Once the Parliamentarian, or the Vice President are happy, the floor will be opened for amendments. There can be unlimited number of amendments. After the amendment portion of the program has ended, it will be up for a simple majority vote. As long as no amendments were accepted, it will go to Obama for his signature (the changes to the Senate Bill). If any amendments were accepted, it must go back to the house. The bills must be identical.

From what I've seen, the revisions to the bill should be signed next weekend, if it goes as planned.
