2. There will be a signing ceremony

There was always going to be a signing ceremony. It is the one and only constant in this reform. It's like watching a plane disintegrate in midair, but as long as the engine manages to go crashing into the runway, it can be considered a successful flight.

What will actually be signed in anyone's guess at this point. That is entirely dependent on just how desperate things get.
