apply "to new plans" which would imply that, for instance, if I have coverage but my daughter was dropped on her 23rd birthday, she will NOT be allowed back onto my plan because the plan itself is a "pre-existing condition."

If this is, in fact, an accurate reading, there are going to be a lot of pissed-off people who, having "coverage" through their employer, will not be able to partake of the goodies so loudly trumpeted by the pro-bill people.

Does anyone have a definitive answer to this question?

And does open enrollment make a selected plan a "new plan"?

2. since the plan covers offspring to age 26, they can just re-apply to get the child covered

under the new rules. NOT a pre-existing condition.
