Cuba's Henry Reeve Brigade has over 16,000 trained medical disaster specialists, some of whom are in Haiti, but Cuba has extra capacity from returned teams from the Pakistan earthquake ready to deploy.

because in less than two weeks (March 11), Chile changes government from Socialist Bachelet to rightwinger Pinera.

It would surprise me that Pinera would accept aid from Cuba.

Even now, 72 hours after the quake, the Chilean government and military are joining forces in rescue efforts, medical services, restoration of telephone, water and electricity, public order etc, without any outside help.

5. what a country can do when it's priorities are correct.
Even though Cuba has limited resources they deploy them where needed.. And the US lags behind Cuba.. Need confirmation.. Can you say New Orleans..
