Can anybody explain "forcing a vote"? I'm watching Cafferty.

Can anybody explain "forcing a vote"? I'm watching Cafferty.
Last year, Kit Bond blocked the confirmation vote for one of The President's nominees. After EIGHT MONTHS, the Senate "forced a vote". Why did they wait 8 months? Why not force the vote the next day? Does anybody here know the answer?

1. Because there might be a good reason for a hold
In today's world of more or less instant communications I know that sounds hard to believe, but it makes a bit of sense to have our elected representatives hold some tools of power in order to require responsibility from them. I know that sounds backwards.

2. But that doesn't explain what "forcing a vote" means. I think it has something to do with invoking
cloture, but I still don't understand.
