Could the US Senate be any more inefficient?
Edited on Mon Feb-22-10 02:59 PM by usregimechange
Lets take two hours to read history after taking a week off, and before a 3 day work week.

"I suggest the absence of a quorum" = lets take a break before we start working.

2. Yes it could, but it's too lazy to work out the ways.
And besides, the GOP would say 'no' even to moves to make the Senate more inefficient.

3. The only less efficient parliamentary body of which I am aware was the pre WWI
Polish Duma. It took huge numbers of votes to pass anything, and if any one member stood and shouted "I Object", the bill in question was dropped. Members could-and did-adjourn for any and no reason, at which point everyone went home for the year. Nothing of much importance was done there for generations, till it was all swept away by the 20th Century.
