Once HCR is on the books, can they start adding things?
As in adding amendments such as the Public Option tacked onto other important bills?

Or am I way off base on how this works?

1. In reality, "they" can do whatever they want to do. The problem is in what they want to do.

Procedures, etc. are simply guidelines that they are supposed to follow when enacting laws. But we all know how that really works. They use the "rules" to avoid doing anything that will jeopardize their corporate funding.

IF they had wanted to do these little adjustments (to "improve" the law) - they could have done this without the huge noise-signifying-nothing Kabuki theater of the last year.

"Our" politicians are doing exactly what they have been told to do by their corporate owners.

2. You can amend the law with other acts of congress...
For instance, the Civil Rights act of 1964, that itself amended several acts from the 50's, was amended man times over the years. Title IX was just one of these. Medicare and Medicaid have both been improved upon over the years. The answer is yes.

3. Laws get amended and changed all the time. That's how SS and Medicare
have morphed and improved and available to more people.

Once HCR is on the books, then we just get real busy tweaking it.
