Man was renting out other people's homes, deputies say

NEW PORT RICHEY, FL - Stephen Bybel rented out a host of homes in Pasco County.
Problem is they weren't his homes, the Pasco County Sheriff's Office says.
The 49-year-old Land O' Lakes resident was arrested today and charged with one count of scheme to defraud.
Authorities say Bybel was brazen in his plan: He would drive through neighborhoods, looking for foreclosed homes or those in the process of foreclosure. Then he would put a notice on the homes claiming "adverse possession,'' change the locks and start renting the homes out, according to Sheriff Bob White.
The sheriff's office said Bybel, who does business as Real T Solutions LLC, said that he is following legitimate business practices. He told investigators he was "helping the county'' by putting tenants in vacant homes, the sheriff's office said.
The sheriff's office said Bybel recently collected $16,780 in rent.

1. He had as much right to them as the banks,
the way I figure it. He should have hired a lobbyist.

Lots of foreclosed homes have their water, gas, and electric shut-off due to non-payment, or those evicted having them turned off prior to leaving.

How did he get them turned back on?

Pay the (overdue) bills?

Most utilities charge a significant additional fee for restoring service as well.

4. Previous tenant's fees don't apply to the new people.
New people moving into a place don't have to pay any such fee because the previous people got shut off.
