Maybe it's time for a new Humphrey-Hawkins Act
An act that was put in place to deal with the effects of unemployment and recession. If nothing else worked, it was to create government jobs like in the recession. It expired in 2000.

If digging holes just to fill them up will put food on the table and pay rent, then what is wrong with that? One thing is certain though, the policy of cutting taxes and regulations, because "maybe THIS time it will create jobs and prosperity", isn't working. It's time for something else. Why not a new Humphrey-Hawkins Act?

1. doesn't need to be make work
There are all kind of public service jobs that can be done by those without a lot of skills. I had a good friend who was quite a bit older than me; during the Depression his first job was working for the CCC digging ponds on farms. Those ponds are still there.
