It has been almost a year now and still more than sixty percent of Stimulus funds unspent
WHY? Part of the Stimulus Bill was something called ARC (American Recovery Capital) It basically is a Small Business Administration loan where the recipient receives an interest free loan with no payments for the first year and then repaid over a five year period. My business put in for this loan, (maximum amount is $35,000.) back in June of 2009. I received notification my application was going before the review board on Jan 15th and it would be as much as three to four months after that before any funds would be released.. Am I so cynical to believe Democrats are saving much of the funding for their election coming up in November. Otherwise why on earth should it take over a year to process these funds? Is Government simply that disfunctional?

3. As you said, it was created to be a slush fund for the midterms
I have my doubts that it was ever meant to be a serious effort to improve the economy, otherwise it would have been spent last year while things were falling apart.

Now that the economy is in even worse shape (for everyone not on Wall Street) the funding level of the remaing stimulus is no longer enough to be much help.
