1. There are a lot of priorities competing for limited landing slots.
I'm sure the mission of the World Food Program in Haiti is important...but so are missions providing medical care, communications, rescue personnel/equipment, infrastructure, security, etc.


I understand how getting your landing slot bumped might piss somebody off, but I haven't seen any evidence that (in light of the limited ability to land airplanes) anybody's priorities are "out of sync".
