Rep. Millender-McDonald dies
April 22, 2007
Rep. Juanita Millender-McDonald (D-Calif.), who'd taken leave from
Congress after being diagnosed with cancer, died Sunday, a Congressional
source said.

House Clerk Lorraine Miller has secured Millender-McDonald's office and
is to oversee the office until an election can be held to replace her.

14. I expect a wide-open field
This is one of the safest Democratic seats in the United States. If our side had only 25 Congressional Districts in the whole country, this would be one of them.

Whoever wins will basically have a job for life, barring legal problems. Walter Tucker III, Millender-McDonald's predecessor was convicted of accepting bribes in 1996 and forced to resign. He is today a preacher in Chicago, Illinois...

Due to the fact that this could be a once-in-a-lifetime opportunity, anyone who can run WILL run. You could see a half dozen serious candidates fighting for this seat. If someone really young wins, THEIR successor would likely be someone who is currently in elementary school.

Just food for thought.

13. Appointments...
Congressional appointments by governors can only be made for US Senate seats, and even then, it varies from state-to-state. In Oregon and Massachusetts, for example, the seat stays vacant until a new senator has been duly elected. In Oregon, when Bob Packwood resigned in 1995, his seat was vacant until Ron Wyden won the January 1996 special election.

In Massachusetts, until recently, all U.S. Senate vacancies were filled by the governor until a special election could be held. This provision was in force the last time a Senate seat was vacant. In 1961, Benjamin F. Smith was appointed to the U.S. Senate as a caretaker until Ted Kennedy could run for his brother's seat. Ted Kennedy was only 28 at the time of John F. Kennedy's resignation from the Senate so Smith, a Kennedy family friend, was appointed on the premise he not run in the special election.

In 2004, Massachusetts legislators amended the state law so a vacant Senate seat can only be filled by special election. This was due to John Kerry's presidential candidacy in order to prevent then-Governor Mitt Romney from appointing a fellow Republican (likely Kerry Murphy Healey) to Kerry's seat and thus giving her a leg-up in a potential Senate contest.

There'll be a special election, and whoever wins the Democratic primary would have the general in the bag. This seat is as safe for us at it gets.

17. Very, very sad. I saw her in DC a month ago...
...and didn't know she was ill, couldn't tell from watching her sitting on the panel in the Elections Subcommittee of the House Admin Committee. Amazing she worked until she was so close to death.
