And now the bill goes to the House for "reconciliation"?
Edited on Sun Dec-20-09 11:55 AM by kentuck
But then it goes back to the Senate where it will need 60 votes once again??

Why? Once it goes to reconciliation, it has already passed the 60-vote threshhold in the Senate? What rule says it has to go thru that process twice??

In my opinion, the House should try to fix this bill and pass it with a simple majority. The Senate, after they have passed it the first time by 60 votes, should not be required to pass it with 60 votes once again. They should also pass the reconciled bill by a simple majority. That is the way the process should work.

Now is the time to pass a good bill by reconciliation. By a simple majority. Otherwise, they will get nothing.

1. Because it will be a different bill than either chamber voted on.

3. I think he said he would not vote for it if it changes?

However, they have been talking about passing it thru reconciliation for weeks now. Let Nelson and Lieberman vote against it. Pass it by a simple majority. Now is the time.

6. As I understand it, a reconciliatio bill must go through comittes and writen as such.
After the conference committee has combined the bills and passed the result, it goes directly to the floor of both houses for a vote, and is not open to further amendment. A Member may move to recommit the bill to the conference committee in the first house to consider the conference. The conference committee is dissolved after the first house has passed the conference report and the second house to act can no longer recommit the bill to conference.

Conference reports are privileged, and a motion to proceed to a conference report in the Senate is not debatable, though Senators can filibuster the conference report itself. The Congressional Budget Act of 1974 limits debate on conference reports on budget resolutions and budget reconciliation bills to 10 hours in the Senate, so Senators cannot filibuster those conference reports.

8. Thanks for the info, Ozymanithrax..
So the conference report is limited to 10 hours debate and cannot be filibustered? So why the 60-vote requirement?
