Students at Hopkins Road Elementary School can't check out library books the way they used to.
Checkout times have been limited to two 30-minute periods a day and during library class since the Chesterfield County school system reduced hours for library assistants this year as part of budget cuts, said school librarian Carolyn Moul.
"Circulation has decreased 12 percent because of that," she said.

The Chesterfield school system has estimated a $25 million to $30 million budget shortfall for fiscal year 2011.
"I'm actually frightened by what we're going to see from the budget perspective, from both the state and local government," said Marshall W. Trammell Jr., county School Board chairman. "I'm really frightened for public education in Virginia."
The Richmond school system is anticipating losing $9.5 million because of changes in the composite index, which determines how much money each school system receives annually from the state, and $1.6 million to $6.5 million in stimulus money, depending on what the state takes away.
This would mean possibly eliminating some school programs, increasing class sizes, instituting furloughs and reducing non-personnel budgets up to 15 percent, said Superintendent Yvonne W. Brandon.
