Senate Compromise on the Commercial Advertisement Loudness Mitigation Action
As you may be aware, the House of Representatives voted on Tuesday to pass the Commercial Advertisement Loudness Mitigation Act. This bill bars television networks and stations from having a different (i.e., LOUDER) volume for commercials than for the shows during which they air. You know this phenomenon. Say you're watching Grey's Anatomy, and they're speaking at a talking volume, so you have your television volume to say, 4. Suddenly, you go to the commercial break, and it is just screaming, even on 4, so you have to either hit mute or turn the volume way down, etc. The CALM Act would prevent this. So, what will the CALM Act look like once it gets into the Senate (Sheldon Whitehouse has introduced it in that body). let's have some fun:

SENATE COMPROMISE #1: The shows will be required to be even quieter, and the commercial even louder.

SENATE COMPROMISE #2: Commercials will be required to be quieter, but the shows must also be quieter, yielding no net change.

SENATE COMPROMISE #3: Commercials will have to be quieter, but all content will be banned, leaving nothing but quiet commercials.

SENATE COMPROMISE #4: Viewers must pay an additional fee to their cable provider for "Quiet Commercials" if they wish the commercials to be quieter; cable providers will be able to turn on this service through a cable box. No change will occur for those without cable.

SENATE COMPROMISE #5: Companies can opt in to a Quiet Commercials program, and will receive a tax incentive to do so.

SENATE COMPROMISE #6: Advertising agencies will be allotted a Quiet Quota, in which 30% of their commercials have to be the same volume as the content by 2065, but they can trade "Quiet Credits" with other advertisers.

Can you come up with ways the Senate might torpedo this simple legislation?
