In the 2004 Presidential debate Bush identified problems "hiring the wrong people".
The question from the audience was list 3 mistakes of his administration. Of course he could not answer the question but he did say the following: "made some mistakes in appointing people". Notice that he uses the plural people. Now that he is getting rid of people it is maybe a little clearer.

It would be nice if there is ever a chance at a press conference to ask what was meant with that statement, I'm sure his memory functions similar to that of Alberto Gonzales.
