Lawmakers and the U-S inspector general have accused the former division of Houston-based Halliburton Company of abusing federal rules in record-keeping on its contract. Halliburton was formerly headed by Vice President Dick Cheney. It recently completed a stock-swap program that separates itself from K-B-R, leaving two independent companies.
