Gay marriage ban in Maine in 2010??

Guys & gals, I was looking at the Secretary of State's website for Maine and I found a page that alludes to an initiative, not sure if its a civil law or a constitutional amendment, that mentions defining marriage.

What does this mean exactly?? I'm confused. If Question 1 does not pass and same-sex marriage is upheld tonight does that mean we have an endless array of votes on the matter every two years??

It appears to be lumping a lot of stuff into one proposition, but I'm not really sure.

1. No. I believe that was shot down at some point.

Can't say how or where I read that, though...someone should have a link to the evidence. But I don't believe it's an issue at all currently.

2. I think Maine's legislature has to approve of constitutional amendments on the ballots first

I'm not 100% certain on this, but I recall readng somewhere that the laws in Maine for amending the state constitution require the state legislature to approve of the amendment first, and given that they already voted for gay marriage (with a number of republicans supporting it to) that option is effectively dead for the anti marriage crowd.
