3. Dunno. Hoh was a one-year contract hire, who quit a few months early.

Like many other veterans, he had had some difficulty adjusting after his tour of duty ended. So it is difficult for me to assess the significance of the resignation. Still, his resignation letter is worth a read: it can be obtained as a pdf from the first page of the WaPo article:
