What has to occur to trigger the opt-out for states?
Has that been decided yet?

A statewide vote or what?

1. There is no trigger. Governors can opt their states out after a certain time limit.
I've heard 1 year and 3 yrs.

2. How, just by deciding it as Governor. No input from the citizens?
I just don't think that's going to go so well for the Governors. Even of red states.

3. It will go over like a lead balloon.
That's why no Governor in his right mind will opt out, any more than they opted out of the stimulous money for their states.
