According to BBC World Service, Chavez called the Colombian defense minister, Gabriel Silva, "mentally retarded" in his "Alo Presidente" program. He went on to basically call him a stooge of the US.

Sounds like the war of words between these countries is heating up again.

He might have very legitimate reasons for disliking the defence minister....however, I tend to hope that most world leaders have more sense than to call people they don't like "retarded".
