4. Because Hampton/Newport News has many black voters who, so far, aren't
turning out for Deeds.

It is predicted that younger voters and black voters will stay home for this one. The president is trying to change that.

9. It's MADDENING. Young voters and black voters have to be convinced to vote. They don't
vote by default.

When liberals get angry, they often stay home. When conservatives get angry, they vote.

It's maddening.

8. Obama is stumping in Hampton Roads not just Hampton...
Hampton Roads = Southeast VA

Norfolk
Virginia Beach
Chesapeake
Hampton
Portsmouth
Newport News
Suffolk

IIRC Hampton Roads has a higher AA population (as a %) than Northern VA. Right now that population has no interest in voting for Deeds. My guess the game plan is to target this area because of the demographics.
