1. Police do. Cho didn't exactly take anything he used out of the building.

2. Does it matter?
I'm not convinced high-capacity clips or lack thereof would even do anything, y'know? All it means is having to reload more often, and reloading an automatic handgun takes only seconds.

3. It matters because the repugs repealed the ban on them. nt

4. OK, but, I say again...
does the availability or lack thereof of high-capacity magazines in any way affect the ability of someone to carry out something like this?

5. Every time he had to stop and reload was a chance to escape.
Wasn't it?

So answer your own damn question.

6. You can reload a semiauto in a couple seconds if you're proficient.
It's hardly going to be that much additional time if you're not already moving.

8. Well, not really.
It takes only a couple seconds — at most — to reload an automatic handgun. If you want to do something about the hardware, banning high-capacity clips, scopes, stocks, and whatever other accoutrements isn't going to do anything without doing something about the guns themselves.

Things like banning high-capacity clips just allow us to pat ourselves on the back and say we did something when, really, nothing's been done.

7. Hi-caps were always available.
The ban only applied to new Mags. There were plenty of older ones and aftermarket mags abound.
