Issued a statement that boy was wearing a wolf outfit not a Kitty Cat as first reported.
Spokesman stated that the unmanned boat was built for a exploration of nearshore currents.
It was being ready and the boy was scolded for playing in the craft.

After they released the craft they realized the boy was missing. And so was his wolf outfit.
