Congress already knows what the polls are saying and the polls are saying that insurance company disinformation is working on people who are too stupid or too lazy to figure out the truth.

If it was put to a national referendum, perhaps the majority of Americans who want PO would go out en masse to see it put on the ballot. I think the nation has had it with "death panels" nonsense and can clearly see Congress is made up of (for the most part) bought-and-paid-for whores of the insurance industry.

In essence, a national referendum could bypass those Congressional whores who find working for their pimps more important than the American people...

3. We actually do have a referendum. Dollar bills count as votes.
