What makes you think that the answer option that refers to Buchanan is a joke about rape? Please note that the words "consensual sex" appear in the question that is the title of this thread. Legally, a woman who is cognitively challenged cannot and therefore doesn't consent. So if you're talking about consensual sex then you aren't talking about sex with someone who is cognitively challenged, regardless of whether or not you consider Patrick Buchanan to be cognitively challenged.
