When I donated after joining, there was a spot for naming the user that you are donating for. It was prepopulated with my username.

you delete that, and put in the name of the DUer to whom you wish to give the star.

Yeah, you have to pick someone.

next, look around and find somebody that might need one

then there is a donate link in red at the bottom of the page, click that

choose your method of paying

when that page opens there is an option to choose another DUers username

finish up and that is it!

edit to add, I think you might be able to give several stars in smaller increments
