One the other hand, perhaps we should examine the word "terrorism."

Are we talking about targeting civilians or are we talking about acting on the belief that, when a government routinely and systematically violates the rights of life, liberty and the pursuit of happiness, it is the right of the people to alter or to abolish it, and to institute new government.
