The department already had one Hispanic and Four Native American Police officers, thus the problem may not be discrimination but that the pool of African Americans is so small in Green Bay that this is the first one that actually applied.

In fact in the 2000 Census American Indians made up 3.3 % of the population and the Police department had FOUR Native Americans. 7.1% of the population is Hispanic (Through this seems to be recent immigrants NOT long term residents). Thus having the first black in an almost all white area is a big move, it reflects the increase in the black population (and Hispanic population) over the last 20 years.
