It said:

Bush's last day in office



I thought it was great! In fact, I want one.

3. The 19th would be the last FULL day.

The transfer of authority (iirc) takes place at noon on inauguration day. Up until that time - that very minute - he has full authority to do such things as Presidential pardons and Executive Orders.
