I bought a car under the Cash for Clunkers program last week
and the dealer told me that I could not have the new car until my Clunker Credit has been approved. According to the FAQ at the CARS program website, this is not allowed (http://www.cars.gov/faq#category-03-5 it is the last question under the 'specifically' section). Has anyone else run into this problem? Is it worth my while to report this dealership?

it says otherwise, at the time of purchase, they are required to take possession of my old car and give me my new one.

2. I heard about this on NPR this morning.
They said to go to another dealer, it is NOT a provision of the CARS program. So yes, I'd report them.

I just informed the dealership about the exact wording and I'm awaiting their response before I report them for it. I already signed the purchase agreement, so I'm kind of stuck dealing with them.

I have talked to numerous dealerships about C.F.C and many of them totally contradict each other on requirements, and they are all 100% confident that they are right.

If you haven't heard back, report them.

If they do come back and say you're cleared to get the car, get another $500 off for trying to dick you around.

10. You live in Minnesota?
There is no contract unless there is an exchange. If you got a link that says in Minnesota they don't have to give the car for there to be a deal, I will listen.

We were the first customers under Cash for Clunkers but they were really cooperative.

We walked out of several dealerships that had no clue about the regulations of Cash for Clunkers.

14. The dealer is breaking the law
http://www.cars.gov/

To participate in the CARS program, you do not have to sign an agreement to pay back the dealer the CARS credit amount if the deal is rejected.
You are required to leave your trade-in vehicle at the dealership and sign over the title to the trade-in vehicle at the time of the deal.
The dealer must give you the new vehicle at the time of the deal.


End of discussion. They ether give you the car or your money and clunker back. It will be a legal nightmare for them.
