Most of them are either highly self-interested sociopathic types or right-wing authoritarians. If they are the former they are certain to find constant observation cramping to their criminal lifestyles. If they are the latter, they are motivated by fear and certain to be upset by the shadowing.

The shadowing could be easily coordinated by the legions of unemployed with loads of free time on their hands, though they'll need help with the web phones and gasoline.

... and then all interested parties will know the precise location of the people who instigated the violence, in realtime.
