Governors oppose DoD emergency powers (The Hill)
Vermont Gov. Jim Douglas (R), chairman of the National Governors Association, and Vice Chairman Gov. Joe Manchin (D) of West Virginia penned a letter opposing the Pentagon proposal, which they said would hinder a state's effort to respond to a disaster.

Current law gives governors control over National Guard forces in their own states as well as any Guard units and Defense Department personnel imported from other states.

The letter comes as the Pentagon proposes a legislative fix that would give the secretary of Defense the authority to assist in response to domestic disasters and, consequently, control over units stationed in an affected state.

"We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors’ constitutional responsibilities to ensure the safety and security of their citizens," Douglas and Manchin wrote to Paul Stockton, assistant secretary of Defense for Homeland Defense and America's Security Affairs.

Army National Guard will train you to be a 31E - INTERNMENT / RESETTLEMENT SPECIALIST when called by a President using Constitutional authority “To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;”.

1. I just read the link to the 31E - INTERNMENT / RESETTLEMENT SPECIALIST Description
Civilian Internee (EPW/CI) camp, detainee internment facility.

control for the operation of a displaced civilian (DC) resettlement facility.

Uhhh...why is this being even addressed by a National Guard program?

Before Bush, any displaced civilians were handled by Red Cross, not military.
the more I read and re-read this job description, with words like " custody and control"
and " detaineee/internee", the worse it sounds.
And now the Sec. of Defense wants to control all the states National Guard units??????????

WASHINGTON (CNN) -- The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.
Notice it says the MILITARY wants to do this. Not that the Civilian people have asked for help.
