Pilots--can someone give me a brief description of FAA Part 135 requirements?

I'm listening to an NTSB board meeting regarding a 2008 plane crash in which a pilot friend of mine was killed and am trying to understand what's going on. Google is not helping me right now . . . .

2. Thanks. I'm just trying to better understand what they're saying.

My friend had all kinds of training and flew this type of flight a lot, so I would have assumed that they would have been correctly trained. This committee says no.
