White House spokeswoman Dana Perino said the Defense Department soon will send Congress a bill to transfer $1.6 billion (€1.2 billion) from other military accounts to cover funding for troops. She said the request is necessary because lawmakers have delayed Bush's funding request.

2. I wouldn't be surprised if that passes
It's a stopgap measure, it doesn't address the long term funding issues. That also seems like a drop in the bucket compared to what they really want to continue Iraq.

10. It would be nice, but I suspect theDems will pass it and say
"See we really do support the troops. We just want to end this war."

11. I think it should matter where the money is coming from

considering the shortfalls which already exist and have been highlighted in the current debate. If they can actually target that amount to those priorities it might make enough sense to enough in Congress.

But, I expect SOMEONE to say SOMETHING about robbing Peter to pay Paul.

edit: Feingold's bill is something like this. It funds the troops until the withdrawal date in his legislation.

7. His English decipher is a bit wonky
After the 2006 election, it went completely haywire. When the vibrations from the sound enters his ear canal and his brain translates it into meaningful speech, "No" is garbled. You see, the ear hears "No" but the brain says "Put up your dukes!"

with her daughter(about 6 at the time) and asked her "Just what part of "NO" do you not understand?"

9. He has a rudimentary grasp of the nasal, semi-vowel glide, initial consonant "n", but ...
he has yet to master his long vowel sounds, so "No" poses a real difficulty for him.
