The birthers (among whom the OP is not one, as evidenced by the JOKE) are still waiting waiting for the BC to be released, like people waiting for the 2nd coming. Therefore, to them, it IS 'when' - the joke is framed in THEIR POV. The switch-up in the joke is born not in HI, but on Krypton - making him the ultimate illegal alien (Superman) - or in Bethlehem - making him the literal Second Coming. Bost results just about as likely as any BC disproving the already release and well documented BC from Hawaii.
