My two cents on Dick's Dark Secret Operations

He created a New Office of Strategic Services (or OSS) which was the predecessor to the CIA. Formed in 1942 as a wartime intelligence agency that reported directly to President FDR. Since Dark Dick WAS the acting head of the Executive Branch under President Pretzel, my guess is that the New OSS ( I dont know what name the new operating group was acting under ) operated(s) as a mix of private/rogue/career intel operators and reported directly to Dick.

Ops conducted by this new OSS:
Wiretapping of EVERYONE
Manipulation of SIGINT (signals intelligence, ie the stuff we catch as it flies through the air), HUMINT (human intel), IMINT (imaging intel), TECHINT (technical intel), DARPA connections, and International/ Domestic propaganda to get the wars they (and their corporate/oil interests) wanted.
