3. Resale to private snow removal companies.
I know somebody here in Ohio that does constriction in the summer and snow removal in the winter. Although we sit on top of a huge salt mine, rock salt prices nearly doubled last year.

4. I'm not all that surprised.
I have no idea how large 200 tons of road salt is, but I am often surprised when I see gigantic pieces of road and earth moving equipment which appear to be abandoned and grown over in remote places. How can a piece of equipment that only the state or a state contractor would own sit idle for so long that the jungle would be reclaiming it. Granted, the jungle is aggressive, but it still takes a while to wrap itself around something that big.

5. What would they use it for? Why, very gritty margaritas, of course! . . .
Actually, I suspect whoever stole expects to sell it to a sleazy municipal buyer or a private business, for them to use on roads, parking lots and driveways. Someone could save a considerable sum if they bought "hot" salt for their roads, and the thief would make quite a haul for their haul as well.

6. Lots and lots of municipalities went without salt over the last two years
as demand increased due to harsher winters. Supply was lower and prices sky-rocketed. Its not a stretch that someone stole it to sell to the equally unscrupulous. My question is how the hell do you steal that much without someone in the County system knowing?
